"The City in the Clouds"

As Carl Majors and Quinn Darian explored the mysterious floating city they discovered, they passed between two pillars, which flashed with light before producing a portal, from which Ze-us and Anthea emerged. Anthea noticed the humans, and Ze-us went to introduce themselves to them. Ze-us declared himself the ruler of the Cloud-Dwellers, a race of beings from an alternate world seeking refuge in Earth's to escape the Power Dragon. After bringing Quinn and Majors to a large computer, they told Ze-us about Pete and Brock's disappearances, and he sent Anthea to search for them. As Ze-us continued to prepare for his people's arrival, he turned on a screen displaying a crowd of Cloud-Dwellers carrying bags, boxes, and belongings, which Majors commented looked like "an army". Ignoring him, Ze-us activated the portal, allowing the Cloud-Dwellers to enter the city.

Just then, a black cloud appeared, from which the Power Dragon dove towards the city and fired its lightning beam through it, blowing up multiple buildings. While his people fled, Ze-us closed his eyes and raised his hands to his Thought-Amplifier before firing a bolt of light from it at the dragon, which it quickly deflected with its lightning breath. The Power Dragon landed and cornered Ze-us, Anthea, and the reunited Calico crew before being distracted by Godzilla. Amazed, Ze-us watched Godzilla swiftly defeat the Power Dragon, before becoming envious of the Godzilla Signal which the crew could use to call him and summoned his guard to force them to hand it over. Noticing the commotion, Godzilla turned around, but Ze-us had Anthea banish him to the Cloud-Dwellers' homeworld. Before he could obtain the Godzilla Signal, Godzooky exhaled a cloud of smoke, allowing the Calico crew to make a getaway. Noticing Majors, Quinn, and Brock fleeing, Ze-us, Anthea, and his guards gave chase. Using the Thought-Amplifier again, Ze-us disintegrated the ground around them, isolating the trio on a floating island which he shrank until Majors surrendered the Godzilla Signal. Ze-us and his men escorted the crew through a doorway into a dome, which Ze-us transformed into a solid wall before leaving on his own to search for Pete and Godzooky. Unbeknownst to him, the pair return after he left and freed the rest of the Calico crew. Calling out for Pete, Ze-us was distracted by Brock, before Majors dashed out and snatched the Godzilla Signal from him. Ze-us pursued them, using the Thought-Amplifier to rip up the floor in front of the men and create a wall. Before he count take the device back, Godzooky tripped him with his tail, knocking the Thought-Amplifier to the ground.

While the Calico crew watched the returned Godzilla fight the Power Dragon again, Ze-us and his guards caught up to them and continued the chase, eventually cornering them against a wide-open space. As Ze-us gloated that Godzilla couldn't save them, the Power Dragon absorbed every last bit of electricity in the storm, including the city's generators holding it together. The city, the Power Dragon, and all of the Cloud-Dwellers were quickly transported back to their homeworld, including Ze-us.
